Intelligent Land is part of the consultancy team working on the outline planning application for the new ‘Garden City’ community of Welborne, near Fareham; one of the largest new developments in the UK. As both Development and lead Viability Consultants our role is to optimise, within a specific budget, the potential of the plan based on existing and required infrastructure.
This means we have been lead negotiators working on the viability and adoption of the plan with the council. We recognised practical and legal issues that needed to be resolved before the site could become viable. By identifying and acquiring additional key parcels of land, we were able to significantly enhance the development. Working with the land owners (for whom land development was originally a non-core activity) we have provided objective reassurance on the value of the land and the planned strategy, mediating when differences emerged. Additionally, we have worked in an advisory capacity on associated compulsory purchase orders.
Dating back to 1847 and formerly known as Holy Cross Abbey, Stapehill was unsuccessfully marketed by national agents over a period of four years. Intelligent Land stepped in with a different approach and sold the site for the owners by addressing previous constraints and satisfying Green Belt restrictions. A win/win outcome was negotiated using national planning policies to secure comprehensive planning permission for the restoration and conversion of the Grade II listed Abbey buildings. The conversion will involve minimal changes to the exterior but will create 21 residential dwellings with a development of 25 additional new dwellings in the grounds. The 87 acres of land in which it is set will be maintained as an area of natural green space.
Fen Meadow is a 330-unit residential development on the periphery of Southampton. The sale of this site to a top 10 housebuilder is a perfect example of Intelligent Land’s expertise in housing land supply and land value optimisation. Having joined the project following refusal of permission, we were part of the team that secured a positive appeal decision on the basis of being able to provide Expert Witness services at the public inquiry which evidenced a significant five-year housing land supply shortage and the sustainability of the site. After winning the appeal, Land Value Optimisation techniques were applied by the Intelligent Land team identifying areas within the approved scheme where both value and quality could be improved. A revised interpretation offered fewer but better units on the site and land value increased by some 41%.
